It is important to note that government being necessary to secure rights does not imply that government grants rights to anyone. The individual has rights prior to the formation of government, some of which are effectively exercised by the individual. If government exists to protect rights, when government violates them it is no longer legitimate. Jefferson championed the defense of individual rights. He was not so much interested in arguing for the need for government as he was in providing reasons for revolution arising from government’s abuse of power.

Paine trusted society generally but distrusted government specifically. For Paine, government must have only limited power. Adams distrusted society due to his Hobbesian view of human nature and argued for a government sufficient in structure and power to defeat rival claims of individual self-interest. Paine and Adams agreed that governments exist to protect rights. Forming government to protect rights is inseparably tied to one’s view of human nature and the nature of society. The formation of government is affected by the way in which (and whether) a constitution plays into government foundation.
